In Nigeria, elites send their wards abroad to study because of poor
educational infrastructure. Student loans fell from a high of more than
46 million naira between 1972 - 1991,
to present meager amounts (consider the huge difference in purchasing power between those times and now). Abstract on Nigerian student loans.
Despite this, some states manage to award scholarships, albeit to indigenes for study at home and abroad.
